Name | Description |
Nancy Tee Wen Sim, FRCPA, MBBS (Group Director) | Dr Nancy Tee graduated from National University of Singapore in 1988. She obtained the Fellowship of the Royal College of Australasians in 1998. She holds concurrent appointments in National University Hospital (NUH) and National University of Singapore (NUS). She is an Examiner in the Board of Examiners (Microbiology) for the Royal College of Pathologists of Australasia. She is the current Chair, Pathology Specialist Training Committee (Medical Microbiology). Other appointments include Member of the National Verification Committee (NVC) for Measles Elimination since 2014, Member of the Molecular Quality Assurance Subcommittee, Cervical Cancer Screening, Singapore (Health Promotion Board) since 2018, and SAC-SINGLAS Technical Committee for Medical Testing –Member since 2010. She was previously with SingHealth and was Head, Department of Pathology and Laboratory Medicine, KK Women's and Children's Hospital (KKH) from 2004 to 2016. She was also a member of the Ministry of Health Outbreak Response Team from 2016 to 2019 and the Clinical Advisory Group on Zika virus Infection and Pregnancy (in 2016). |
Raymond Lin Tzer Pin, FRCPA, MBBS (Senior Consultant) | Dr Raymond Lin Tzer Pin graduated from the National University of Singapore (NUS) and obtained the Fellowship of the Royal College of Pathologists of Australasia in Medical Microbiology. He led the formation of the NPHL under Ministry of Health (MOH) in 2007 and continued to oversee its development and expansion till 2024. He holds concurrent appointments in the NUH and NUS. He has been involved in WHO expert committees and development of guidelines, and in regional networks like Association of Southeast Asian Nations (ASEAN), Asia Pacific Pathogen Genomic Network and the Regional Public Health Laboratories Network. His publications span the topics of diagnostic methods, antimicrobial resistance, influenza, SARS-CoV-2, infection control and other aspects of clinical microbiology. His other appointments include Advisor (PTPS) to MOH on biosafety; Deputy Chair of the Genetic Modification Advisory Committee; and Singapore Accreditation Council-SINGLAS Medical Testing Technical Committee Member. |
Yang Huina, MBBS (London), FRCPath (UK) (Senior Consultant) | Dr Yang Huina completed her medical training at University College London and obtained the Fellowship of Royal Collage of Pathologists (UK) in medical microbiology and virology. She is trained and has experience working in public health laboratories in England. She has a special interest in antimicrobial resistance, diagnostic methods and laboratory quality. Dr Yang holds concurrent appointments in Tan Tock Seng Hospital and Lee Kong Chian School of Medicine, NTU. |
Yan Zherong Gabriel, BSc, MBBS, MRCP, FRCPath (Consultant) | Dr Yan Zherong Gabriel graduated from Imperial College, London with a Bachelor of Science in Immunity and Infection, and a Bachelor of Medicine and Bachelor of Surgery. He subsequently obtained his Membership of the Royal College of Medicine as well as Fellowship of the Royal College of Pathologists in Medical Microbiology. He practises as an infectious diseases physician as well as a clinical microbiologist in NUH, and joined NPHL in 2023. He holds an educational appointment with NUS, having previously served as the Undergraduate Director for Infectious Diseases in NUH. His interest includes tropical medicine, as well as molecular diagnostics in clinical microbiology. |

Cui Lin, PhD Acting Director, Scientific Programmes | Dr Cui Lin oversees and implements surveillance programmes related to pathogens of public health importance in NPHL. She also works with stakeholders to plan and provide strategic direction while conducting outbreak investigation in addition to her scientific, administrative supervisory responsibilities. |
Michelle Ang Lay Teng, PhD Assistant Director | Dr Michelle Ang oversees the bacteriology surveillance programmes at NPHL (e.g., Streptococcus pneumoniae, Clostridioides difficile and Group B Streptococcus). With an interest in microbial genomics and tuberculosis (TB), she also supports national and nosocomial outbreak investigations through the implementation and use of whole genome sequencing (WGS) for public health surveillance and outbreak investigations of communicable diseases, including nationwide WGS for enhanced TB surveillance and contact tracing. |
Carmen Low, PhD Assistant Director | Dr Carmen Low is the programme lead of the human immunodeficiency virus (HIV) surveillance team with NPHL. Her interests include transmitted HIV-1 drug resistance, estimating HIV incidence, HIV coculture, phylogenetics and molecular epidemiology. She has worked on various projects including HIV antiretroviral recommendation working group and National HIV Programme testing recommendations. |
Jean-Marc Chavatte, PhD Assistant Director | Dr Jean-Marc set up the parasitology section in NPHL, which hosts the Malaria Reference Centre for Singapore since 2010, a key component of the MOH malaria surveillance programme which includes case confirmation, molecular epidemiology, outbreak investigations, antimalarial-drug resistance monitoring and Malaria Parasite Proficiency Testing. He oversees the serology section in NPHL contributing to the MOH National Serosurveillance and collaborates in numerous studies on vaccine preventable diseases, and SARS-CoV-2 infection, vaccines and serological surveys. He also oversees the electron microscopy team and platform in NPHL. |
Ding Yichen, PhD Assistant Director | Dr Ding Yichen obtained his PhD from NTU in 2018, and worked at Temasek Life Sciences Laboratory as a Research Fellow for 3 years. He joined NPHL in January 2022 as a Scientific Officer. His current roles in NPHL include performing WGS-based outbreak investigation of pathogens, testing and developing pipelines for WGS data analysis, and providing training for genomic surveillance for public health and medical officers. |
Grace Ngan Jie Yin, PhD Senior Scientific Officer | Dr Grace Ngan oversees the measles and rubella, and vector-borne surveillance programmes under the virology section in NPHL. She supports outbreak investigation and provides molecular epidemiology for zika, chikungunya and measles cases. With experiences in molecular assay development and validation, she is keen to develop assays to prepare Singapore for the detection of emerging pathogens. This includes oropouche virus and tick-borne encephalitis virus. |
Benny Yeo Ken Yee, PhD Senior Scientific Officer | Dr Benny Yeo began his role as a Scientific Officer at NPHL in 2021, following the completion of his PhD. His work focuses on the surveillance and outbreak investigation of respiratory viruses, including SARS-CoV-2 and influenza. |
Daniel Lim Rui Xiang, PhD Senior Scientific Officer | Dr Daniel Lim graduated from the Department of Biochemistry, NUS with a PhD for his research on GSH-induced virulence in Enterobacteriaceae. Dr Lim joined NPHL’s virology section in 2021, where he currently leads the surveillance efforts for HFMD, viral hepatitis and norovirus. Additionally, he supports the National Seroprevalence Survey, which helps to inform public health policy. |
Cho Su Lei Sharol, PhD Senior Scientific Officer | Dr Sharol Cho obtained her PhD from the department of Microbiology and Immunology, NUS in 2021. She joined NPHL in 2021 as a Scientific Officer, supporting bacterial surveillance and outbreak investigations. |

Chua Peng Jin Roger Head, Laboratory Operations and Quality | Mr Roger Chua oversees the laboratory operations and quality management system in NPHL. He leads a team responsible for implementing quality management system (ISO 15189:2022 standard), implement business processes workflow improvement and ensuring compliance with regulatory requirements in NPHL. He collaborates with hospital support services such as procurement, facility management, biomedical engineering, IT and security to ensure smooth functioning of laboratory operations. He is a team leader with Singapore Accreditation Council-SINGLAS Medical Testing. |
Siew Chern Chiang Biosafety Specialist | Mr Siew Chern Chiang oversees NPHL's High Containment Facility. His role encompasses policy development, risk evaluation, staff training, and emergency response coordination, integrating scientific expertise with strategic oversight to ensure the facility maintains exemplary safety and security practices. |
Png Si Yu Tracy Laboratory Information System Specialist | Ms Tracy Png manages the development and maintenance of the Laboratory Information System (LIS) to ensure its smooth operation. Apart from providing application support to the lab users. She is also driving system improvement, thereby enhancing user processes. |
Muhamad Firdaus Mohammed Alik Laboratory Information System Specialist | Mr Firdaus played a key role in the development of LIS. As a LIS Specialist, he assists in application support and system maintenance to improve workflows and enhance user processes. |
Lim Pei Qin Petrina Quality management & Safety | Ms Petrina Lim is part of a team that establishes, implements and maintains the laboratory quality management system in accordance with international standards and regulatory requirements. She also works to ensure a safe working environment in compliance with good laboratory practices and infection control policies and procedures. |
Lee Jia Min Quality management & Safety | Ms Lee Jia Min is part of a team that establishes, implements and maintains the laboratory quality management system in accordance with international standards and regulatory requirements.
