National HIV, Hepatitis C, and STI Programmes
The national programmes for human immunodeficiency virus (HIV), hepatitis C, and sexually transmitted infections (STIs) aim to develop and implement public health strategies against HIV, hepatitis C, and STIs in Singapore.
National HIV Programme
Aimed at achieving the UNAIDS 95-95-95-95 targets and beyond, the goal of the National HIV Programme (NHIVP) is to ensure the provision of high quality, evidence-based and patient-centred care for people living with HIV in Singapore, while reducing stigma and discrimination through clinical management, policy development, surveillance, healthcare worker training, and public education.
It also provides policy and strategic oversight for the Enhanced HIV Programme, which is operationalised by the Clinical HIV Programmes under the National Centre for Infectious Diseases (NCID), National University Hospital (NUH), Singapore General Hospital (SGH), and Changi General Hospital (CGH) to provide care for people living with HIV.
National Hepatitis C Programme
To reduce hepatitis C infection incidence in Singapore by 50% by 2030, the National Hepatitis C Programme (NHCP) will implement a comprehensive two-pronged approach. These are targeted interventions for people who inject drugs and a public health programme for the general public. Through inter-agency collaborations, it will focus on reducing hepatitis C stigma and promoting behavioural changes to prevent infections and reinfections, with the goal of eliminating hepatitis C as a public health threat in Singapore.
National STI Programme
Aimed at sustainably reducing STI incidence in Singapore, the National STI Programme (NSTIP) oversees public health initiatives related to STI prevention and control, while addressing emerging challenges including rising antimicrobial resistance that may impact treatment options and lead to health complications.

Pre-Exposure Prophylaxis (PrEP) Guidance | 2019 | 2023 | The PrEP Workgroup was convened in May 2019 to develop a guide for physicians on prescribing PrEP as an additional tool for preventing HIV infection. The guidance is adapted from current guidelines on PrEP by WHO, the US CDC, the British HIV Association, the Australasian Society for HIV Medicine, the European AIDS Clinical Society and the Taiwan AIDS Society, and a previous local guideline created by the PrEP taskforce in April 2018. Antiretroviral Therapy (ART) Recommendations | 2019 | 2023 | The ART Recommendations are designed to guide physicians in prescribing ART based on their patients’ needs. These recommendations are based on international guidelines and tailored to the local context, which have been applied in Singapore prima facie. The aim is to enhance the provision of care and treatment for patients and people living with HIV. |
2023 | 2024 | The Primary Care Recommendations are designed to guide physicians in providing comprehensive care for people living with HIV in both specialised HIV settings and primary care environments. These recommendations are updated adaptations of major current international guidelines from the New York State Department of Health Institute, the European AIDS Clinical Society, and the Infectious Diseases Society of America. |

HIV Community Engagement Forum (September every year) | The HIV Community Engagement Forum seeks to raise awareness and combat misconceptions about HIV among healthcare providers, community members working with HIV populations, and members of the general public. |
Singapore HIV Congress (December every other year) | Inaugurated in 2019, the Singapore HIV Congress is a biennial conference that brings together medical, scientific, and academic experts to discuss and update the latest developments in HIV medicine and related fields. The congress aims to facilitate the exchange of ideas, driven by new findings in HIV testing, treatment, prevention, and efforts to combat stigma in the public. |
World AIDS Day (December every year) | World AIDS Day (WAD), observed annually on 1 December since 1988, unites people worldwide to support those living with HIV and remember those lost to AIDS-related illnesses. Each year, the NHIVP partners with the Enhanced HIV Programme at public healthcare institutions to mark WAD with activities to raise awareness, challenge misconceptions, and foster empathy and solidarity among healthcare workers for people living with HIV. |
